Town of Westerlo Declares State of Emergency

A Local State of Emergency is hereby declared in the Town of Westerlo effective at 12:00 p.m. on March 16 2020.

The Local State of Emergency has been declared due to outbreak of the Novel Coronavirus (COVID-19) as a pandemic public health emergency of intemational, State, and local concern that threatens the health and welfare of the residents of the Town of Westerlo.

As the Chief Executive of the Town of Westerlo, I, William F. Bichteman Jr., exercise the authority given me under Section 24 of the New York State Executive Law, to Preserve the public safety and hereby render all required and available assistance vital to the security, well-being, and health of the citizens of this Municipality.

I hereby direct all departments and agencies of the Town of Westerlo to take whatever steps necessary to protect life and property, public infrastructure, and provide such emergency assistance deemed mecessary.

This Local State of Emergency will remain in effect until rescinded by a subsequent order.

LOCAL EMERGENCY ORDER March 17, 2020
Under the Local State of Emergency DecIaration of the Town of Westerlo

As the Chief Executive of the Town of Westerio, l, William F. Bichteman Jr., in
accordance with the Declaration of LocaI State of Emergency issued on March 16,
2020, and under authority given me under Section 24 of the New York State Executive Law, hereby ORDERS as follows:

In cooperation with the Westerlo Library Director, i am directing the Westerio
Library be closed. I further direct the Westerlo Town Hall be closed to the public with exception of the March 17th regularly scheduled Town Board meeting. Additionally, all planning board meetings, zoning board meetings, and all committee meetings are cancelled.

This ORDER is effective immediateiy and shall appIy untii rescinded by the Chief
Executive or by operation of law,

Failure to obey this order is a criminal offense.

Under the Local State of Emergency Declaration of the Town of Westerlo

As the Chief Executive of the Town of WesterIo, I, William F. Bichteman Jr., in accordance with the Declaration of Local State of Emergency issued on March 16, 2020, and under authority given me under Section 24 of the New York State Executive Law, hereby ORDERS as follows:

The Town Highway Department employees will no Ionger report for work unless in the event their essential services are required.

Additionally, the Town Transfer Station will ONLY be open on Saturday 8:00 am - 3:45 pm, Sunday 8:00 am -11:45 am.

This ORDER is effective immediately and shall appIy until rescinded by the ChiefExecutive or by operation of law.

Failure to obey this order is a criminal offense.

The Governor has issued new executive orders:
Workforce reduction is at 100% - Governor said it will be effective on Sunday.

• NOTE: ESSENTIAL SERVICES DO NOT HAVE TO BE REDUCED.

Restrictions on “vulnerable populations”: seniors over 70, immune compromised people, those with underlying illnesses. They MUST:

Provisions for non-vulnerable populations:

Going to stop any evictions of any residential or commercial tenants for 90 days. "words matter... it is not shelter in place. People are scared and people panic. Shelter in place is used currently for an active shooter or a school shooting." I expect new directives from the Governor that will impact local governments later this evening. I will try to keep you updated.

Take Notice the Town of Westerlo Town Board has scheduled a Public Hearing on proposed Local Law No. 2 of 2020 for Tuesday, April 21, 2020 at 6:45 PM at the Richard Rapp municipal Building 933 County Route 401, Westerlo NY. The proposed Local Law would change the date established for Grievance Day of Real Property Assessment to the Wednesday after the fourth Tuesday in May. A draft of the proposed law is available for review here or at the Town Clerk’s office during regular business hours. The regular monthly meeting of the Town Board will follow the public hearing.

Historical Society Meetings are held at the Westerlo Reformed Church Hall on the 3rd Monday of each month at 7 PM.

Veterans Photos

Come visit the beautiful Veterans Photos Wall located at the Richard Rapp Municipal Building. The Town Historian, Dennis Fancher created the photo display for both living and deceased veterans from Westerlo, South Westerlo, Dormansville and Lambs Corners. If you are interested in having your photo on the wall or know someone who would like to be displayed at the Town Hall, please contact Dennis or his wife Sue at 518-797-3095 or at dsfancher@gmail.com. We would love to help honor our towns past and present veterans.

The Zoning Recommendation Committee (ZRC) was formed by the Town Board to address potential changes to the town's Zoning Law regarding impacts of high volume horizontal hydraulic fracturing (HVHF) for Shale Gas Development (SGD).
